Job Summary
The Policy Officer tracks new developments in environmental and climate change law and their integration in the project. This will include, but not limited to monitoring the efficacy of regulatory regimes in regulating SLCPs nationally and regionally.
In circumstances of inadequacy, the officer will be responsible for developing new legislative and policy tools, in collaboration with partners for broader implementation. The officer will also oversee the development and implementation of winning issue advocacy campaigns to address the impacts of climate change and pollution under the SLCP Clean Air Africa Project.
The Policy Officer builds and stewards high-level relationships and collaborates with partner organizations, legislators, public agencies, and community activists to advance SLCP Clean Air Africa Project mission and strategic plan.
This position requires strong experience in legislative issue advocacy, keen political and strategy instincts, and the ability to manage multiple projects and work independently and efficiently in a rapidly evolving environment. This position reports to the Program Manager. This position may also supervise a part-time Policy Fellow.
Duties and Responsibilities
SLCP eradication
- Build on the first phase of the SLCP project to identify policy and legislative gaps and develop strategies to fill them.
- Develop and manage the SLCP Clean Air Africa Project’s strategic advocacy to accelerate reduction of short-lived climate pollutants.
- Identify and pursue opportunities to mobilize broad grassroots support, build coalitions, and generate participation from sub national governments, partners and key policy makers.
- Develop national and regional policy briefs for the Africa SLCP project.
County Legislative Liaison
- Leads the Policy Team to establish and pursue legislative priorities around SLCP; coordinate and conduct direct advocacy, including in-person and remote meetings with county legislators, county officials and other stakeholders in legislative agenda; and participate legislative forums and public participation meetings.
- Advance Save SLCP Clean Air Africa Project goals through management and expansion of existing and new partnerships with environmental, environmental justice, community groups and issue advocacy organizations.
- Develop internal and public materials, including strategy documents, timelines, budgets, position papers, public comments, and other content to support campaigns.
- Support the Program Manager and other staff in identifying and implementing effective campaign strategies and tactics, strategic planning opportunities, and cross-departmental collaboration & planning efforts.
- Supervise the work of the Policy Fellow or intern
- Utilize social media to advance our policy goals.

Recruitment Qualifications
Education:
Advanced university degree in Environmental Law or Environmental Policy or another relevant field is required with Experience:
- Five years of relevant experience in policy advocacy
Required:
- Demonstrated knowledge of environmental public policy, legislative and government agency processes, and Kenyan and African political geography;
- Deep knowledge of environmental studies
- Experience working with diverse partners, including environmental and climate justice NGOs, business and academia and other partners
- Experience advocating effectively with elected officials, community leaders, environmental activists, agency officials, and other stakeholders.
- Commitment to advancing diversity, equity, inclusion, and accessibility within the organization and through our policy work and partnerships.
- Proven ability both to work independently and to collaborate effectively.
- Strong persuasive writing, research, editing, and public speaking skills.
- Experience working effectively with a variety of personalities, developing and executing work plans, facilitating meetings, and managing projects.
- Demonstrated initiative, creativity, and collaborative work style.
- Passion for environmental protection.
- Computer proficiency with Windows and Internet research applications.
Desirable:
- Experience in a multinational working environment is desirable
Language Requirements:
- Fluency in written and spoken English is required.
